Zutopia, the Zucoin trading marketplace, submits official VASP application to Australian regulator AUSTRAC

Zutopia has formally submitted its official Virtual Asset Service Provider (VASP) registration application to AUSTRAC, Australia's anti-money laundering and counter-terrorism financing regulator.

The application was filed after AUSTRAC's recent virtual asset sector update, which made it clear that Australia's crypto regulatory framework is moving beyond the older Digital Currency Exchange (DCE) definition and into the broader VASP model.

At 6:41pm AEST on 12 May 2026, Ezybonds (Pacific) Limited Partnership, trading as Zutopia, submitted the VASP application to AUSTRAC.

AUSTRAC has acknowledged receipt of the application, which outlines Zutopia's non-custodial peer-to-peer marketplace model, user onboarding, Stripe-powered payment flows, AML/CTF program, fraud controls, and risk mitigations.

This is an important operational update for the Zutopia and Zucoin community: Phase 1 live onboarding remains active, while Phase 2 live trading remains paused pending AUSTRAC's review of Zutopia's registration application.

Why Zutopia filed now

On 8 May 2026, AUSTRAC announced stepped-up supervision of Australia's virtual assets sector as major anti-money laundering reforms reshape how virtual asset businesses are regulated.

AUSTRAC's update said Australia is adopting the internationally recognised term VASP, replacing the narrower DCE definition, and that obligations will apply to a wider range of crypto-related products and services.

The practical issue for Zutopia is the broadened language around businesses that exchange, or make arrangements for the exchange of, virtual assets and money, as described in AUSTRAC's virtual asset designated services guidance.

AUSTRAC's own guidance says this 'making arrangements' concept means a VASP does not need to provide every element of an exchange to be captured, and gives peer-to-peer exchange platforms as an example of activity that may be included.

Because Zutopia hosts a peer-to-peer marketplace and coordinates the handoff between users, Stripe, the Zucoin wallet, and the Splitchain flow, the team took the conservative path and filed for VASP registration.

Why Australian regulation applies

Zutopia is operated from Australia, so Australian regulatory requirements matter directly to how the marketplace is run.

AUSTRAC's guidance explains that businesses providing designated services with a geographical link to Australia have AML/CTF obligations.

For Zutopia, this means the platform cannot treat Australian compliance as optional or separate from its product design. The marketplace, onboarding flow, payment controls, fraud controls, and trading status all need to be managed within Australia's regulatory framework.

This is why Zutopia has taken the AUSTRAC process seriously, filed its VASP registration application, and paused Phase 2 live trading while the application is under review.

What the application explains

Zutopia's application sets out how the marketplace works while keeping custody out of Zutopia's hands.

The core position is simple: Zutopia provides the marketplace, verification steps, compliance gates, and technical orchestration. Users keep control of their Zucoin wallets, while Stripe handles payment and onboarding data.

  • Zucoin custody: Users keep control of Zucoins in their own Zucoin wallets, with private keys generated and stored on-device

  • Wallet linking: Zutopia verifies wallet ownership through cryptographic signature checks instead of taking control of a wallet

  • Fiat payments: Stripe handles card payments, KYC/AML onboarding, and payout rails

  • Card and identity data: Card data and Stripe KYC identity information are handled by Stripe, not stored by Zutopia

  • Transaction flow: Marketplace listings, seller approval, card pre-authorisation, 3DS, Zucoin handoff, validation, and capture are coordinated through the platform flow

  • Fees: The application describes Zutopia as receiving its application fee while customer principal amounts flow through Stripe's Connect structure

This is why Zutopia describes the platform as a non-custodial peer-to-peer marketplace, not a custodial exchange.

Compliance architecture included in the filing

The application also outlines the compliance architecture Zutopia has built around the marketplace.

That includes mandatory onboarding for transacting users, Stripe Connect KYC/AML checks, forced 3DS on card transactions, fraud controls, risk monitoring, and transaction workflow gates.

Zutopia also described its custody boundaries, including that it does not hold customer funds, Zucoins, private keys, card details, or Stripe KYC identity information.

The application further explains how the platform verifies cryptographic proofs on the Splitchain network, how listing approvals work, how payment capture is sequenced, and how risk controls are applied before a transaction can complete.

The result is a marketplace model designed to support regulated fiat-to-Zucoin and Zucoin-to-fiat peer-to-peer activity while preserving user control of wallets and assets.

Current Zutopia app status

Zutopia officially relaunched on 24 April 2026 in two phases.

  • Phase 1 is live: Users can link Zucoin wallets, complete Stripe onboarding, update profiles, create and browse buy/sell listings, and test notifications

  • Phase 2 is paused: Live trading is temporarily paused while Zutopia's VASP registration application is under AUSTRAC review

The app architecture remains unchanged. The pause is a compliance step, not a rebuild of the marketplace.

Zutopia says it remains focused on a safe, regulated, friendly, trustworthy, and frictionless marketplace experience for the Zucoin community.

AUSTRAC review timing

AUSTRAC's registration guidance says it may take up to 90 days to assess an application and may request further information during that period.

If AUSTRAC requests further information, the 90-day period resets from the date that information is provided.

Based on Zutopia's 12 May 2026 filing date, a 90-day review period would run to around Monday, 10 August 2026, unless AUSTRAC asks for further information and the timing resets.

That means the current status is straightforward: the VASP application has been filed and acknowledged, Phase 1 remains live, and Phase 2 trading waits for the regulatory process to progress.

Why this matters

VASP registration is an important step for any marketplace operating around virtual asset exchange activity in Australia.

AUSTRAC can take enforcement action where AML/CTF obligations are not met, including civil penalty orders, infringement notices, enforceable undertakings, and remedial directions.
